What gives with this? I've not seen this before. Is there a contravening trade agreement, or are they trying to avoid tariffs, or what?
Should I send it back, or rip off the label and use it? Should I report it, and to whom? One would think, that if they were actually breaking the law, they would have removed the label before shipping it, no? What would you do?
It's still inside a sealed a-static bag.

Most likely a 220V versus 110V thing. I wouldn’t even think about trying it unless I was sure that wasn’t the case.

Dell and HP like to make deals in the global marketplace. Their parts are made overseas and some allow the manufacturer to sell parts locally in exchange for noncompetative agreements and labels.

No, its an inverter, supplies power to the backlight. Wall current in most countries is 220 volts/50 hertz.That could be the issue.Either that or it allows you to view Hussein's Kenyan birth certificate.

I think it’s a part manufactured by agreement with Dell that it will not be sold in the USA, because Dell wants to sell its parts at a higher price.
I think you happened on to a bit of black market there, and the eBay reseller forgot to take the label off.
I recently replaced a cracked LED screen on my laptop and I had it come from Canada at about half the cost of what it is local in the US. But there was no label indicating not for sale here as you experienced.
