No, it’s an inverter, supplies power to the backlight.

Wall current in most countries is 220 volts/50 hertz.That could be the issue.Either that or it allows you to view Hussein's Kenyan birth certificate.

An inverter is a stepping and converting device. It converts DC to AC using it’s own on board oscillator. 50 or 60 Hz supplied power isn’t an issue. It increases (steps) and then decreases the voltage, as needed, to cause the gas in the bulb first to radiate, or “ignite”, and then glow at a controlled rate.

So, the same inverter will work in any Country, because it converts, regulates and conditions it’s own power.
