An inverter is a stepping and converting device. It converts DC to AC using its own on board oscillator. 50 or 60 Hz supplied power isn’t an issue. It increases (steps) and then decreases the voltage, as needed, to cause the gas in the bulb first to radiate, or ignite, and then glow at a controlled rate.
So, the same inverter will work in any Country, because it converts, regulates and conditions it’s own power.
