I recommend you take it easy on the submarine budget. Those babys will come in real handy if you get in a situation where you don't have command on the surface.
I suspect these "budget cuts" -- which are not really "cuts" but only reductions in the proposed increase -- could prove entirely temporary. Indeed, the article suggest they are more related to shipyard production capacities than anything else.
Isn't FDR even now working on a supplimental to further increase the current increases?
