I was just sitting at my computer and my antivirus software warned me that an attamp to attack my computer had been blocked. When I clicked on details, the offending source was homelandsecurity.com.

But, it doesn't look like it or pretend to be... so it can't be a "phony" if it's not pretending to be or misleading people to think that they are... :-)
I used firefox browser thru a proxy with cookies/java disabled to visit it and it looked semi legit, but NOT the real DHS site.
They don't claim to be the real DHS site... so they're not really misleading anyone...
Even with a proxy condom, etc. I no clicky links on the site. I got no warnings while visiting though.

Well, when someone picks a website and wants some good traffic it pays to have a memorable name so people can remember you. I would say that they've got a memorable name for their website. But, having a memorable name is not misleading someone.
When they say the following, it appears that they are making it very clear to people... :-)

Your original post said “...attamp to attack my computer had been blocked.” which makes it sound like a virus being blocked by an antivirus program, but then you said “...the offending source was homelandsecurity.com” which makes it sound like a network connection was blocked by a firewall program.

Are you behind a router? Do you have a software firewall?
Almost all Windows systems have hundreds of background processes constantly running. It’s far from unusual to have hard drive access at frequent intervals.
If you don’t have a router, you should at least make sure the Windows firewall is active, but it is always better to have a router between you and the internet.
