Dreamweaver. It's a standard and easy to use. I am a professional HTML person providing flat pages and HTML for dynamic web applications. I wouldn't use anything else. Even if you use a CMS you are going to need to build a customized template using some kind of editor. If you do use a CMS I highly suggest e107. There are tons of apps written for it. It's free and easy to use and install. All you need is a PHP 5 ready server and a MySQL DB.

Tried dreamweaver, didnt work on my computer...to the extent that adobe refunded my monies. Nice peple, nice software that never ever ran.
