You obviously don’t know what “it” is if you are saying it’s still too small! Look them up on Google. Hers actually is larger than the cap-shoulder ones.
It doesn’t work for her.
I think the reason the shrug isn’t working here is because of the empire waste and length of the dress - it just throws the visual proportion out of whack. The colors are pretty loud too.
(I do kinda dig the shoes, though)

Michell's waist is up so high that any fitted outfit looks odd. She needs to stick to A-line dresses and jackets WITHOUT the belt, lol. The belt is a mystery to me!
I used to have yellow, hot pink and turquoise flats with matching knit shirts that I wore with jeans and slacks and it looked nice.
