I understand that 2-year old kids throw temper tantrums -- it's part of growing up. But when that happens, it's incumbent on the parents to have a little consideration for others and remove the tantrum-throwing child from the public place to a private place. There is no reason that others in a place of business should be subjected to a screaming 2-year old.
That said, there was still no excuse for the stranger to slap the kid. If the mother refused to control her child and Walmart's management refused to speak to the mother, then the stranger should have simply left the store and taken his business elsewhere. At least that's how I'd handle it.

Raising them so they DON'T do that is in a parent's job description. If they do that you are doing it wrong. The guy should have slapped the parent around instead.
