Actually there was a few persuasive threads on FR yesterday that asserted that the phrase is a drug reference. The language of origin was said to be Nigerian. The expression is used to imply that someone smokes week until they start acting crazy. Pardon my poor paraprhrasing but there were too many threads on FR to find the explaination.

No explanation necessary... the guy is a putz and a moron. Imagine the President of the United States calling people bed wetters! PRESIDENT Bush, was a REAL MAN who never denigrated his allies or his opponents.
Obama is a real piece of work... ! Now pantywaist is going on vacation in a multi million dollar Cape Cod mansion resort while the people (peon surfs) he is supposed to "lead" and care about are begging for scraps that fall from King Obozo's table.
He is his "brothers keeper" alright; his brother lives in a HUT with nothing but a dirt floor on TWELVE DOLLARS A MONTH! And do you know how much KING Obama has given to provide and care for his brother... NOT ONE PENNEY!!!!!!!!
His wife runs around on $500 (hideous) tennis shoes while sporting a $3,000 clutch purse, in the meantime his own brother is starving in Africa! Such a caring "man of the people."
