Okay. I get it now. What he is saying is that everybody in Washington wets the bed in August. Crystal clear. But why would anyone say that about a group of adults? Is BO losing it?
Actually there was a few persuasive threads on FR yesterday that asserted that the phrase is a drug reference. The language of origin was said to be Nigerian. The expression is used to imply that someone smokes week until they start acting crazy. Pardon my poor paraprhrasing but there were too many threads on FR to find the explaination.
