"India would like to continue strengthening space cooperation (with Russia) and also to expand it by means of development of cheap reusable spacecraft," he said in an interview to the government-run RIA Novosti.

Agreed, we should be working with India, they are the only True Democratic Republic in that part of Asia, they are surrounded by vipers and we are doing nothing but let the vipers do as they wish.

Our future and Humanity’s future lies in Outer Space, If we could start mining the asteroids yesterday and build orbital solar plants we could DOMINATE the World’s economy once more, but hey China and Russia will take over for us and we will be another second or if we are really unlucky third world nation.

a "cheaper" reusable spacecraft
India will wind up buying some warmed-over surplus designs, residue of the Soviet orbital space program, and realize long after China beats them to the lunar surface that they've been had.

NASA's been buying the same bill of goods since the so-called International Space Station replaced Reagan's "Freedom" plan.

I agree though, the US should have teamed with India, and maybe (pre-Lula) Brazil, as well as Japan, Korea, Taiwan, etc.
