I don't think you are being "thick"...your rendering of my quote was not accurate, as you can see from the post, below...this is not an easy phrase and is often misused, latin being funny that way, but has some direct bearing both legal and civil to the discussion, I think...but you decide, if you care to research it...I have said pretty much all I have to say about the topic of cops, mobs, thugs and bad administrations and thought this was a good way to close, given your penchant for latin;

i.e., During armed conflict, laws really don't apply.
Sorry, I still don't get the connection. I can't imagine any other meaning.
