When my husband was hiring, he took into consideration whether or not an individual would get along with him and other employees. They spend a lot of time in trucks together driving all over town, and he didn’t want someone who was hard to get along with. He didn’t ASK if everyone liked a potential employee, though.

Getting through the Front Door isn't enough any more. Once through it is a constant struggle to keep the boss and the co-workers happy until they feel comfortable with you.
Long gone are the days when employers do much training, if at all.

If the owner made an unconditional formal offer, he needs to stand by it.
Otherwise... If the manager is considering hiring someone for a position within a team, how well that person will fit in (productivity, unique contribution, collaboration, work ethic, etc.) are factors that should be considered.
I make such considerations within the team I have. The key is, I don’t make a formal offer until I’m certain of the person being the right fit.

I might be wrong, but if the owner approves isn't it the job of the employees to take me on irrespective of their own personal wishes ?
Oh how I long for the days to be that young and naive again...

No. Cohesiveness in a team is important and a wise owner will look for this quality and consensus. Further, wait staff are essentially salespeople. If the salespeople feel you can't support effective and prompt deliver of the product, why should they support your hire?
Their livelihoods are directly by your ability and desire to support their mission, which is to serve customers promptly and fill orders accurately.
When order fulfillment fails it has a direct impact on salespeople as their commission or in this case “Tips” are negatively impacted.
It is not fair to the wait staff to have someone who cannot fulfill orders in a timely fashion and also has a negative impact on the overall business.
I know when I can't get my drinks and food in a reasonable amount of time my experience, at that establishment, becomes and artifact of something that erodes my enjoyment of being there.
So, you didn't get hired. Either improve your ability to demonstrate competence and understanding that you are vital the support of the wait staff and business or consider some other vocation.
