To get a passport you have to provide certain documents.
A COLB is not one of them. Not even for secondary evidence.
I know people in MD who have been turned down for a SSN and for a passport when trying to use a COLB.
Read your own link.
BTW, I think research has shown that obama’s SSN was issued in Connecticut. Explain that one.
Color me confused by your reply. What you wrote does not invalidate what I posted. If you think it is, please explain.
I said that being a natural born U. S. Citizen is NOT a requirement for a U. S. Passport. Are you saying it is?
pish posh! I couldn’t even use an original birth certificate when my minor son got his passport. I had to contact the registrars offfice where he was born and have a certified copy of the LONG form BC issued in order to get it. The passport would not be issued on even an official BC because the parents weren’t listed on it. Not sure if it was due to the fact he was a minor, but the long form was required.

Bingo!
Wolffe is in the bag. Disappointing how he played Liddy on the two separate legal forms and based his argument on a certificate.
It doesn’t really matter if Wolffe has seen an O COLB with a serial number, as Beckwith has said, if O has a valid COLB (apologies to Polarik) he doesn’t have a birth certificate.
