We also have the Internet Crime Complaint Center (IC3) which can be reached through the FBIs web page, so victims could e-mail directly their complaints to the IC3 . Wouldn't surprise me if it was already hacked by the Chicoms.

As surprising, or shocking, as this might sound, extortion threats such as this coming by telephone are not an uncommon occurence in the Asian, and particularly the Chinese, community.
As a matter of fact this is fairly common here on Taiwan. Almost to the point of sometimes being a bit funny.
By that, it seems that these calls are even made to 'foreigners' who know them to be entirely ridiculous. I mean they will call someone, tell them that a wife or child has been kidnapped and demand money. Even if the wife or child is setting right there or is the one who answers the telephone.
I had one guy call me, speak in very very bad engrish and tell me he had my son and I should pay him the equivalent od US$200 or I would never see him again. I asked the guy...'Why so cheap? You show me no honor'
My son was sitting next to me and giggling about the call.
I think they must just dial random numbers.
The Taiwan police, who are a joke about anything other than drinking tea and riding around with their lights flashing - to "deter the criminals" - told me "..not too worry...they are rarely serious in these matters."
Not to say that this isn't a threat coming from the PRC, but I think it might more rightly be viewed as just another manifestation of Entrepreneurship over the internet.
