If you read the story , the NYT times uses the phrase “Trust Fund” for the Jews by the NAZI’s!!!!!!
To wit:
German authorities assure that they are ready to proceed with the creation of a trust fund to finance Jewish emigration in respect to passage and the "investment goods" to be taken along by the emigres.
What investment goods? The Jews are stripped clean before they are allowed to leave.
And most fled to countries the Nazis would occupy within the next few years.

Regarding the "trust fund," -- it might help to remember: at this moment in 1939, President Roosevelt was desperately negotiating with the Nazis to buy the release and freedom of as many Jews as possible. These negotiations continued through August.
The Nazi negotiator was a Dr. Schlact, and the ransom he demanded was called the Schlact Plan. It was extortion and highway robbery, pure & simple. Jewish leaders were outraged.
But Roosevelt already knew some of what lay ahead. He had earlier received warnings from the American consul-general in Berlin, Raymond Geist, "that the Nazis had embarked on a program of "annihilation" of the Jews and that their sights extended beyond Germany." (from Saving the Jews, p107)
"...The president...wrote down a scheme of his own to save five hundred thousand German Jewish refugees, with the United States taking thirty thousand a year (the approximate American quota) of the one hundred thousand to leave Germany and Austria annually..."
"...American antisemites let Roosevelt know that, as one telegram stated, his plan to "facilitate influx of 30,000 Jewish Communists" was "a betrayal of American workers.?" The American people would "block this pernicious Jewish immigration."
"...In April, Raymond Geist, who had dealt personally with both Himmler and Heydrich, predicted the Nazi program of placing Jews in work camps, confiscating their wealth, and forcing as many Jews as possible out of the Reich would end in the murder of those Jews who remained in Germany... In early May Geist warned Washington that if a settlement was not reached soon, it would be too late for German Jewry."
Roosevelt's idea became the American Rublee Plan, requiring hundreds of millions of dollars be raised from governments and Jewish organizations. It eventually came to nothing.
