I'm not in favor of teenage smoking, but it's surely nowhere near as harmful to society as the three other teenage problems that Gingrich mentioned.
In fact fact, teenage smoking has decreased significantly in the last 40 years or so, while society as a whole has become increasingly decadent.
I'd say the logical conclusion is that there is no relationship between a society's teenage smoking rates and its overall level of civility.
