Apparently, radio communications are monitored, too. Always has been, it's open and omni directional (for the most part). The NoSuchAgency was founding to do that very thing.

Kenwood TS480, Icom or yaesu models around the same price point are excellent choices. I have no direct experience with Icom or Yaesu, but each brand has plenty of advocates. The Kenwood receives .5 to 30 MHz, plus 50 to 54 Mhz. Makes a good SW receiver, transmits on all legal amateur frequencies in the HF and 6 meter allocations. I wouldn't consider UHF or VHF to be too useful in a wide area communications disruption.

Interesting. I had actually read some good reviews of the TS-480SAT/HX models. Mobile Base stations they classify them as.
Under a grand for the SAT(100W) model, and around 1200 for the HX(200W) model, and capable of packet radio (computer) transmission. 13VDC power requirements.

Regardless of what the government or private sector (such as AT&T) can do, natural disasters can disable the internet in large regions. Suitably equipped ham operators can send email into and out of such a region using winlink. Winlink is an all volunteer, non-profit project.

I'm not a licensed Amateur Operator but I have access to 10 meter frequencies and have the power and array to get out big time if need be.
