Shirt: if you look closely at the photos of her jacket, you will note that there are no shirt cuffs at the wrist - therefore, the shirt must be sleeveless - or short-sleeved and maybe that’s why the jacket shoulders are bunching up.

The jacket construction is fine - the problem is that it is not groomed. There is nothing wrong that a 10 minute session with a steamer couldn't fix, along with a light dusting of starch to give it some body.Completely disagree. One never uses starch on woolen jackets; and they need to be pressed hard with steam to flatten the seams, not held loose with a steamer. A tailored jacket should be made with stiffened interlinings in the collar, lapels, cuffs and hems. Her cheap mass-market jacket was made without these steps. No amount of pressing will help it after a few minutes of wear on a warm body.
I appreciate her desire to identify with the lower economic classes. But the office of the Presidency demands better selections, and if low price is her goal, she could have her aides find better-made garments at discount stores like Ann Taylor Loft, Loehmann's, Filene's Basement, Nordstrom's Basement, Liz Claiborne Outlet or Talbot's Outlet.
I just think in this case she could not help her unconscious wish to disrespect the very well-tailored military.
