One would think they'd be more concerned with the owner rather than the particular breed of dog. I can think of two reasons for steroids and neither are legal - dog fights and protection of crack houses. But hey, passing ridiculous laws is a lot less work than actually going out and cleaning up the city.
I have given one of my dogs steroids before but she was allergic to everything including grass.
