One would think they'd be more concerned with the owner rather than the particular breed of dog. I can think of two reasons for steroids and neither are legal - dog fights and protection of crack houses. But hey, passing ridiculous laws is a lot less work than actually going out and cleaning up the city.
There are sometimes vet med reasons for steriods— autoimmune problems, etc.
There have been a few times we’ve had to give prednisone to some of our dogs in the past...
