I’d understood it to be a reference to the chimp who was killed after ripping the face off a woman. Relating the chimp to Obama (rather than who Obama hired to write the bill) doesn’t make sense unless a police officer recently killed Obama.

Actually, it's an anti-Italian, anti-Moron, er, anti-Mormon cartoon. Obummer did not write the bill. Nancy Pelosi's minions (including lobbyists) and Harry Reid's (You can see why I have trouble with the second "m" as both words apparently fit him.) minions (including lobbyists) wrote Porkulous I.
I do note that the chimp does look like a cross between Pelosi and Reid. Those two super-chimps should be the ones complaining, not Al Sharpounce.

OK. I sorta see it but for a stupid animal a jackass would be better (although it seems too close to a Dem donkey), or a turkey (the bill is a turkey); or a pig (it’s full of pork).
Besides shooting it dead, too?

It may not be funny to you. But it makes the point about authorship of the bill perfectly. Political cartoons aim to present truth not humor.
The only issue I have is that the random, unthinking processes of a chimpanzee would certainly get a bit of the legislation erring to the benefit of Americans instead of the Bolsheviks.

Either way...watch as the Left uses this as ammo for cries for reinstatement of the “fairness” doctrine to muzzle all those “irresponsible, hate-filled rednecks”. Fact is, it’s already begun. Well, Ole Blind Davey, let me explain you this. The president did not write the bill. Spending bills originate in the House, which you may have known if you had not been spending so much time in sexual dalliances. The caption in the cartoon said, "write the next stimulus bill" not "sign the next stimulus bill." Of course, I realize that the cartoon was not done in Braille.
