Probably not unique to Chicago. This sounds like routine Contingency Operations Planning for all metroplitian areas. That it is about Chicago simply makes it worthy of notice.

This is a story about an (unconfirmed by any other source)martial-law plan drawn up over the past 2 years by the Feds. The meeting that is discussed in the story took place in Dec. 2008.

When I was a kid in NYC (1948), I remember seeing garbage trucks with the “CD” (Civilian Defense) logo on them, and even then wondered what they had to do with the situation. Mind you, this was in the naive pre-ICBM days when we were supposed to have HOURS warning of incoming enemy bombers.
Years later I read where the trucks were to be used for carting off the dead from a nuclear attack. Naive days indeed.
