Traditionally a number of these places get burned down every X number of years, then rebuilt. To do that they have to replace all the original materials kept there, whether porcelein plates, or temple columns, etc.
To make that possible they concentrate artistically gifted families in the area ~ even the old Daimyo families there are into the traditional arts.
Anywhere in the world if you want to keep the "old" you've got to constantly replace it with the "new" ~ otherwise you lose it.
