It’s amazing how many people are still in denial about the existence of Weather Modification programs.
The USSR has been attempting such mods for decades and the Chinese are ramping up their programs as well. It’s difficult to think that America would just sit back and let our 2 greatest military threats take the lead on such programs.
I don’t believe such programs are malevolent in nature but I’m quite certain such programs to modify weather via ‘cloud seeding’ exist.

“To almost all scientists and weather professionals, this sort of rationalization is ludicrous. But there’s no denying that technology capable of controlling the weather would be a potent military and political weapon. One of the pillars of U.S. science, mathematician and computer wizard John von Neumann, started working on weather modification right after World War II. In the late 1940s, he convinced the Defense Dept. to invest in research that he hoped could be used to vanquish Communism by causing droughts and devastating crops in the Soviet Union.
Apparent early successes with cloud-seeding tactics that induced rain spurred the Pentagon to fund modest efforts for some 20 years, and it unleashed a concerted five-year assault during the Vietnam War, starting in 1967. Dubbed Project Popeye, its goal was to prolong the monsoon season and thus impede the movement of enemy troops and supplies on muddy jungle trails.
By 1977, the military was spending $2.8 million a year on weather-modification research. That year, partly in reaction to Popeye, the United Nations passed a resolution banning the hostile use of all environmental modification techniques. This led to a treaty that the U.S. ratified in 1978. Although the treaty doesn’t ban peaceful applications, or so-called benign weather modification, the Pentagon elected to eliminate all such research in 1979. The Kremlin continued its weather-modification work, however.

Actually, depending on speed and humidity, you can get the same effect at ground, or close to ground level. High-speed racing with spoilers will show contrails coming off the car, also, the old aircraft pics above show the props creating it at low altitude.

It’s not just aircraft spreading the “chemtrails”, I’ve seen Top Fuel dragsters spreading them from their rear wings. They must be in on the plot,too! You can actually see the contrail off them when the humidity is just right and they’re running over 300mph.

OK...That's NUTTY people talking...and talking about something they know NOTHING about. I am a US Air Force Meteorologist. That was a 7 panel team back in 1996...that was just a small part of a larger study on what the military might look like in 2025...that said that.
It is NOT the "Military" saying that. It was a small little think tank.
Your flyer loses all credibility by misstating the truth right off the bat...so why read the rest.
As far as contrails...bull. I do contrail forecasting all the time. The pilots like to stay out of the contrail level on combat missions because it is a big arrow that points to their plane. Ever see old WWII footage of a 600 ship B-24 raid or a 800 ship B-29 raid flying through the contrail level? Seriously...HAVE YOU? You can't even SEE the sky anymore...its one big cloud. Lines in the sky? Its called wind moving the cloud downstream and another plane following the same jetway producing another contrail. Number of contrails increasing since the 70's and 80's? Its called exponential increase in air travel.
Especially when aluminum and aluminum oxide are essentially insoluble in water.
