At 13 he has surely reached puberty.
The other story I read said he had no adult male characteristics like facial or body hair and his voice had not changed, which would lead one to believe he has not reached puberty.
He looks 8 or 9, and I call shenanigans on this, too. That 15-year old girl looks past 20 and ain’t no prize (I’ll bet “daddy” is some adult male she hooked up with). I don’t believe that child could even produce sperm, yet. Undersized as he is, it’s unlikely he will for at least a few more years.
Agreed. I looked more mature at 12 than this supposed “thirteen” year old.
The article claimed the “conception” was when he was 12. I was undersized when I was that age, but not that undersized, but I looked around 9 or 10 when I was 12 and believe me, I could not have fathered a child. It wasn’t physically possible. As I said, I think the girl got knocked up by an adult male and this poor boy took the blame.

I wouldn’t bet he’s the father. Rather, I suspect the mother had other partners and one of them is the father. That boy is a baby himself. I would call for a DNA test.

Sean, 12 last month, was allowed to miss school to be at the bedside of his 16-year-old girlfriend, Emma Webster, her parents, Ray and Shirley, and Sean’s mother, Theresa. The pair, who are neighbours at Sharnbrook, Bedfordshire, were 11 and 15 when Emma became pregnant. Sean and his mother moved next door to the Websters in November 1996 and he became Emma’s boyfriend shortly after that. He is a 7th year at Margaret Beaufort School in the nearby village of Riseley. Emma is studying for her GCSEs - including one in child care - at Sharnbrook Upper School.

Absolutely.
The youngest girl ever to give birth was 5 and a half. As a boy can produce sperm from birth I suppose that a boy could father a child as soon as he can ejaculate.
