ACORN People's Platform


The People's Platform was conceived at ACORN's 1978 Memphis Convention and ratified at the 1979 St. Louis Convention. In 1990, in celebration of ACORN's twentieth anniversary, ACORN members around the country met in order to revise and update the platform. The resulting document was approved by the Executive Committee of the Association board and ratified by acclamation at the 1990 Chicago Convention.

Preamble

We stand for a People's Platform, as old as our country, and as young as our dreams. We come before our nation, not to petition with hat in hand, but to rise as one people and demand.

We have waited and watched. We have hoped and helped. We have sweated and suffered. We have often believed. We have frequently followed.

But we have nothing to show for the work of our hand, the tax of our labor. Our patience has been abused; our experience misused. Our silence has been seen as support. Our struggle has been ignored.

Enough is enough. We will wait no longer for the crumbs at America's door. We will not be meek, but mighty. We will not starve on past promises, but feast on future dreams.

We are an uncommon people. We are the majority, forged from all minorities. We are the masses of many, not the forces of few. We will continue our fight until the American way is just one way, until we have shared the wealth, until we have won our freedom.

This is not a simple vision, but a detailed plan.

Our plan is to build an American reality from the American rhetoric, to deliver a piece of the present and the fruits of the future to every man, to every woman, to every family.

We demand our birthright: the chance to be rich, the right to be free.

Our riches shall be the blooming of our communities, the bounty of a sure livelihood, the beauty of homes for our families with sickness driven from the door, the benefit of our taxes rather than their burden, and the best of our energy, land, and natural resources for all people.

Our freedom is the force of democracy, not the farce of federal fat and personal profit. In our freedom, only the people shall rule. Corporations shall have their role; producing jobs, providing products, paying taxes. No more, no less. They shall obey our wishes, respond to our needs, serve our communities. Our country shall be the citizens' wealth and our wealth shall build our country.

Government shall have its role: public servant to our good, fast follower to our sure steps. No more, no less. Our government shall shout with the public voice and no longer to a private whisper. In our government, the common concerns shall be the collective cause.

We represent a people's platform, not a politician's promise.

We demand the changes outlined in our platform and plan. We will work to win. We will have our birthright. We will live in richness and freedom. We will live in one country as one people.

Energy

  1. Put the people before profits at the utilities

  2. Promote conservation & guarantee safety

  3. Break the grip of the big energy companies.

Health Care

Health care must be:

To achieve this:

  1. Introduce a set of immediate reforms in the present health care system.

  2. Create a national health care system, along the following lines:

Housing

  1. Create more housing for low and moderate income people.

  2. Prevent the displacement of low and moderate income people from their homes

  3. Provide protection for tenants

  4. Clean up public housing

Work and Worker's Rights

Every person who wants to work has a right to a job - a job which pays a living wage and offers opportunities for advancement. Those who cannot work - the elderly, the disabled, single parents with small children - should receive enough income to afford them the basic necessities and allow them to live with dignity.

  1. Charge private industry with job creation and job training

  2. Charge government and big business with the final responsibility for full employment

  3. Provide an adequate income to every American

  4. Establish the fundamental rights of workers, to include:

  5. Reform the National Labor Relations Act

  6. Guarantee Women's Rights

  8. Protect All Workers

Rural Issues

  1. Preserve the family farm

  2. Break monopoly control of the food industry

  3. Guarantee a fair share for rural America

Community Development

  1. Clean up the Community Development Block Grant program.

  2. Support community-based economic development

  3. Control the effect of private development on the community

  4. Make public services serve the community

    1. More democracy ... in the neighborhood

       

      • Establish democratically elected neighborhood boards with jurisdiction over all public investment, major private development, and zoning matters within the neighborhood.
      • Allow appeal from the decision of neighborhood boards by popular vote of the neighborhood (neighborhood referendum).

       

    2. More democracy ... in elections

       

      • Institute automatic voter registration
      • Take the money out of politics by:
        1. Establishing public financing of campaigns.
        2. Setting maximum spending figures for candidates.
        3. Requiring strict disclosure of all campaign contributions.
        4. Prohibiting corporations from contributing any type of local, state, or federal election, including general election, primary, initiative, recall, and referendum.
      • Eliminate filing fees for elections.
      • Require that public officials be elected from the smallest practicable units - that is, from wards rather than at-large, from single-member districts rather than multi-member districts, etc.

       

    3. More democracy ... in government

       

      • Require recall, referendum, and initiative provisions at all levels of government.
      • Require that low and moderate income people be proportionately represented in all major political institutions, including: the Cabinet, the judiciary, the regulatory boards, and the national party conventions.
      • Select the members of government regulatory boards by direct popular election.
      • Require government offices to be open on evenings and Saturdays so that working people have access to them.
      • Limit the salaries of public officials to no more than the average income of their districts.
      • Compensate citizens who serve on public boards and commissions, testify at utility hearings, or represent the public in other ways for their time and expenses-as with jury duty.

    4. More democracy ... in big business
      • Require all corporations of over $10 million in assets to include worker- representative and low and moderate income members of the community on their corporate boards.
      • Expand the organizing and collective representation rights of workers, farmers, tenants, consumers, and communities in their confrontation with business corporations.

Why: The city neglects affordable housing while subsidizing luxury developments

In recent years members of ACORN and other affordable housing advocates have watched with growing concern as Minneapolis rental prices have skyrocketed and housing prices have put homeownership beyond the reach of many low and moderate income families. This affordable housing crisis has reached such enormous proportions that over half of the people in homeless shelters have jobs and many more are being forced to move out of the city by rising housing costs.
In this context it came as a complete shock when ACORN discovered that our city government was not just ignoring this crisis, the city was making the problem worse! As it turns out 358 million dollars of city taxes are being funnelled into the pockets of luxury developers. These developers are in turn building totally unaffordable housing along the Mississippi river. This housing includes upscale loft condominiums, riverfront mansions and luxury apartment buildings. These units carry up to a one million dollar price tag and an average tax subsidy of $69,000.

ACORN members, taxpayers and those bearing the brunt of rising housing costs are understandably outraged that the city government has used our tax dollars to build housing that we could never afford to live in or own. We feel strongly that tax money should be spent on building housing for low and moderate income people who are the majority of the population and also the ones who need it. Taxes should not be spent on housing for the rich who are a tiny minority of the population that already have a tremendous advantage when it comes to finding good housing.

It is for these reasons that ACORN members and our allies are committed to exposing this injustice and then stopping it. Our first step will be to see for ourselves just where our housing money is going. On Saturday October 20th at 1 p.m. busloads of people from North and South Minneapolis will converge at the parking lot across the street from the ACME comedy club. From there we will begin our visit of the luxury developments entitled, “Lifestyles of the Rich and Subsidized Tour: Homes they never wanted the poor to see.”

Household International Drops Practice of Selling Single-Premium Credit Insurance!

ACORN’s Campaign Against Household Goes On, July 2001

ACORN has won an important victory in our campaign against Household Finance’s predatory lending practices, and we intend to continue the fight until Household has taken additional crucial steps. After almost a year of ACORN efforts focused on this lender, Household Finance announced on July 11 that it will discontinue the sale of single-premium credit insurance with real-estate-secured loans. As Household was the most visible and largest remaining hold out in continuing to sell this insurance, the announcement likely spells the death knell of this product, which has cost borrowers untold millions in stolen equity, and is thus a major step forward.

Household Finance is among the largest subprime lenders in the country, and among the most abusive. Aggressive and deceptive sales of single-premium credit insurance have been one repeated feature of its loans, and a repeated target of our attack; ending such sales is a crucial piece of the proposal for reform, which we have presented to Household both in writing and in discussions. Unfortunately, Household’s sale of single-premium insurance has also been a part of a much broader pattern of abuses, which includes:

- Misrepresenting loan terms, conditions, and payments, to convince borrowers to refinance, when these refinancings leave the borrowers worse off in every way than they were before.

- Charging outrageous rates and fees, even to borrowers with excellent credit.

- Trapping borrowers in high-cost Household loans by making ‘packages’ of two loans, with the second often at interest rates well over 20percent, which together, along with included points, fees, and credit insurance, total more than the value of the home. However good their credit, borrowers are then effectively prevented from refinancing into loans at better terms.

- Including large prepayment penalties, mandatory arbitration clauses, and other abusive terms.

As hundreds of borrowers with abusive Household loans have become part of our organization and joined with other community members and leaders, ACORN’s campaign to push Household to change its lending practices has been far reaching, and this move on credit insurance clearly comes as a result. At the same time, Household would not have made this shift right now had it not been for Citigroup’s recent announcement on ending credit insurance sales, itself the result of major pressure on that giant lender by organizations around the country, including the Coalition for Responsible Lending in North Carolina, the Greenlining Institute, the California Reinvestment Coalition, Inner City Press, and others too numerous to name.

ACORN’s campaign to push Household to change its practices has included a shareholder strategy, which included demonstrating at the company’s shareholder meeting in Tampa Florida. Along with our presence outside the meeting, we supported a shareholder resolution on predatory lending sponsored by Responsible Wealth and United for a Fair Economy, and were able to have an ACORN leader speak to this inside the meeting, thanks to Domini Social Investments’ willingness to let us use their proxy. The resolution, which asked that executive compensation be tied to efforts to combat predatory lending, garnered more than 4 percent of the vote; this is considered a very high level of support for such a resolution the first time out, and guarantees that it will be on the proxy statement again next year.

We have also been working with city councils and other elected bodies to support divestment from Household until and unless the company changes its practices. These efforts were kicked off by the passage of a resolution to this effect in St. Louis, which has now been joined by Los Angeles, and Chelsea (MA), with many more such resolutions underway. In a similar vein, ACORN moved New York City Comptroller Hevesi, as controlling trustee of the City’s giant pension and retirement funds to add his voice to the demands that Household cease predatory practices. At the same time, we have worked with local labor bodies, and with the AFL-CIO to use Labor’s power, both as pension fund managers, and through its business relationship with Household through the Union Privilege credit card program, to put additional pressure on the company. Working with ACORN, local labor bodies from Louisiana to Philadelphia have passed resolutions and written letters urging Household to change.

Still closer to the ground, ACORN’s campaign has included repeated direct actions targeting Household’s offices in more than 25 cities around the country, and at central locations like Household’s government affairs office in Washington, DC; neighborhood outreach to warn people about Household loans; and a media strategy that has resulted in extensive print, radio, and TV coverage of Household as an abusive lender, in cities from Minneapolis, to Boston, to Phoenix, to Sacramento and more. ACORN has also submitted complaints to state bank regulators and attorneys general in more than 10 States. And we have stepped up the pressure by targeting Household business partners like Best Buy - by warning that company’s shoppers that their names and credit information are made available to Household, which then solicits them for its high cost loans.

Our struggle to push Household to change its abusive lending has been a part of our broader fight against predatory lending, both contributing to and taking strength from our work to win legislative and regulatory changes. Household has been among the most active opponents of the antipredatory lending legislation we fought for and won in Philadelphia, and are poised to win in Oakland, and of the legislation we, along with allies including the AARP, are promoting in California and New York. These fights, too, have helped keep up the pressure for change on this company.

Again, we are extremely pleased that our members’ work means that going forward borrowers will no longer face this abuse from Household. At the same time, Household’s abusive practices will continue to rob homeowners of countless millions until the company makes additional changes, and we are extremely troubled by the suggestion made by some advocates that this change in policy alone makes Household a responsible lender.

ACORN DEMANDS REFORM OF WELFARE REFORM - On Nov. 26, Little Rock ACORN Member Janet Miles spoke at a national U.S. Health and Human Services listening session in Philadelphia. Miles is a recent welfare recipient, and she described to Assistant Secretary for Children and Families Wade Horn the problems she has seen with the recent “reform” of welfare. ACORN is working with the National Campaign for Jobs and Income Support to insist that significant improvements be made when Temporary Assistance for Needy Families (TANF) is reauthorized next year. Miles told HHS that welfare recipients who are trying to find stable employment and are complying with all TANF requirements should be assisted with transportation and childcare and must not have their benefits cut off. Already, nationwide, 120,000 families have had their benefits cut or ended because of time limits. ACORN is asking people to urge their Congress members to eliminate time limits on TANF! SACRAMENTO PUSHES ANTI-SPRAWL LEGISLATION - Sacramento ACORN and allies on Nov. 28 announced the formation of a new coalition called Sacramento Valley Residents for Regional Solutions, a group that has collected more than 75 letters of endorsement in only six weeks for a cutting edge state bill that would limit urban sprawl in the Sacramento region. The coalition unites neighborhood groups, environmentalists, housing organizations, small businesses, and labor to push for a regional solution to sprawl. ACORN MARCHES ON US CAPITOL — Jackson and Wellstone spoke to an enthusiastic crowd of ACORN members. Wellstone said that within the next two weeks he would introduce legislation backed by ACORN to create a federal living wage.

Following these speeches, hundreds of ACORN members carrying banners and chanting marched five blocks to the steps of the US Capitol for a rally against the Bush tax cuts.

Sen. Jon Corzine (D., N.J.) spoke in support of ACORN’s positions, and members made clear what the cuts would mean through use of some outdoor theater: an elephant presented an enormous gift to a fat cat on the Capitol steps. ACORN LOBBIES CONGRESS — Also as part of the annual conference, Representative Mike Ross (D., Ark.) and Representative Danny Davis (D., Ill.) spoke to members of ACORN, and Representative Maxine Waters (D., Calif.) was presented with an ACORN Hero-of-the-People Award. In addition, ACORN members from 27 cities and 18 states visited their Congressional delegations. Many Members of Congress, including the first Republicans, agreed to sign on as cosponsors of the Federal Living Wage Responsibility Act. ACORN members lobbied in support of a federal living wage, for an increased minimum wage, for strong legislation against predatory lending, against the Bush tax cuts, in support of making the child tax credits refundable, in support of building more affordable housing, and in support of providing low-income Americans with assistance paying utility bills.

Living Wage and Minimum Wage: ACORN supports the Federal

Living Wage Responsibility Act, and also increasing the minimum wage to $6.65 without providing unneeded tax breaks for the rich or permission for states to opt out.

Predatory Lending: ACORN supports bills by Rep. John LaFalce (D., NY) and Sen. Paul Sarbanes (D., Md.) that would strengthen consumer protections.

Tax Cuts: ACORN opposes Bush’s proposed cuts as too large and too slanted toward the wealthy. ACORN supports making the child tax credit refundable.

Affordable Housing: ACORN supports legislation similar to S. 2997 introduced last year by Sen. John Kerry (D., Mass.) to devote additional federal resources to building affordable housing.

Utilities: ACORN supports providing more funding for the Low-Income Home Energy Assistance Program (LIHEAP) to prevent widespread shut-offs. S.J. Res. 26, introduced by Sen. Kerry, recommends that the Senate approve $1 billion in immediate funding for LIHEAP. The House Appropriations Committee should pass a supplemental appropriations bill.

ACORN PROPOSES ECONOMIC STIMULUS PACKAGE - ACORN is promoting an economic stimulus package that would be directed largely at low- and moderate-income Americans.

These are the people worst hurt by a recession, and the people most likely to immediately spend any money made available to them. On Oct. 15, ACORN held events in cities across the country urging Congress and the President to include in an economic-stimulus package the following items:

· expanded unemployment insurance,
· a foreclosure/eviction prevention plan,
· construction of affordable housing,
· energy assistance and a moratorium on shutoffs,
· an expansion of Medicaid to cover unemployed workers,
· an increase in the minimum wage,
· and tax rebates and child tax credits for those who did not receive them.
