Look at http://www.1and1.com

You can get a website up and running quickly utilizing their website builder, then use a third party site software. We’ve utilized 1 and 1 for years without any problems. Excellent pricing also

GoDaddy.com is inexpensive, has great tech support folks and has a site building tool called Website Tonight that is pretty easy to use.

Im not sure of the budget, but I would find some extremely bright conservative college kid who wants to pad his resume and is already well versed in web development and server technologies. And do it for free in exchange for recommendations etc.

He will be invigorated to join a worthy cause and feel like they are part of something. Use the available talent around your community and make sure they can prove to you they have the ability.

The website should not look like a homemade poster board. It’s the forward facing oft visited explaination of your candidates positions and platform and if any focus is taken away from that due to layout issues or poor development, will reflect on your candidate.

Ping for later, but know that Dreamweaver, if you don't know code can lead to some wonky things. I actually recommend picking up some basic coding skills also (if you don't already). I know I've had to go in and fix alot of code doing this.

Great place to start (keep in mind this is where I learned as a thirteen year old girl. But it is simple): Lissa explians it all

Also all my html professors have drilled into my head KISS, or Keep it simple stupid for websites. Just some tips.

Very often the State and county Republican parties have all of this taken care of, that is all you need to do is contact them, they can add your candidates info into a template and it can be hosted via contract negotiated by the Republican party with a 3rd party hosting company.

second option is to use any of the web hosts in the responses above, then buy a template and place your candidate’s info into it, then upload it.

for example:
http://templates.entheosweb.com/keywords.asp?ke=politician

http://www.nice-layouts.com/website-templates/category/politics/

It can get you up and running in no time.

ALSO, if you intend to do over the internet credit card donations, you’ll need to create an account with one of just a handful of merchant CC processing companies that are set up to handle the required reporting information necessary for campaign finance laws, local and state.

You will be amazed at how quickly and cheaply you can create a professional-looking campaign website with this service. Give it a try. They have a free trial, sample sites, etc.

Register.com is a bit expensive. GoDaddy.com and 1&1.com are cheaper.
