Does anyone recommend Dreamweaver?

Network Solutions has everything you need. Domain registration and web site building tools. Not the cheapest but a good value and they make it easy to build and market a site.

Dreamweaver is what I use at work on my Mac and I find it easy. I also use the Firebug add-on in Firefox to root out wonky css styles right in the browser. And I use a PC-based software on a laptop that lets you view your page in any version of IE (can’t remember the name offhand, but I’ll get it if you want it).

dreamweaver is great, but, you have to have quite a bit of training before you can create a good web site. Antenna web design is really easy to use, lots of how to videos, and they brag you can create a site in 5 minutes

I strongly suggest looking into Drupal for a content management system. It has very decent blogging, news, and forum functionality and appearance can be easily changed with themes.

I've started one via Register.com.
Got the domain name (took dot ca and dot com extension)
through them and have started with the Essential Package.
I'll add E-commerce in the not too distant future.

The web building utility is adequate.
For someone just starting out it would probably suffice.
I'm still learning its ins and outs.

I'd like to check your friend's site out while he develops it.
You can send me link when he gets one if you'd like.
