Im not sure of the budget, but I would find some extremely bright conservative college kid who wants to pad his resume and is already well versed in web development and server technologies. And do it for free in exchange for recommendations etc.

He will be invigorated to join a worthy cause and feel like they are part of something. Use the available talent around your community and make sure they can prove to you they have the ability.

The website should not look like a homemade poster board. It’s the forward facing oft visited explaination of your candidates positions and platform and if any focus is taken away from that due to layout issues or poor development, will reflect on your candidate.
