Don't know about Europe but Stateside I would say no.

A ghetto is a "portion of a city in which members of a minority group live especially because of social, legal, or economic pressure." -M-W Dictionary.

There are neither social or legal that compel people to live where they do only economic ones that are common to all, minority and majority alike.

They're trying to integrate immigrants, legal or otherwise, into their cheap labor markets because it's good for business and good for the economy, or so they think. But you are right, Europe and America are fast becoming third-world ghettos because of this massive importation of immigrants for cheap labor phenomenon. The third-worlders may come to Europe and America for work, but they also bring along their third-world roots of socialism, lethargy and crude lifestyle. It's the inevitable result of the West having aborted away a very large portion of its work force.
