If it's not photo shopped, I'd say it was a dog that got itself mutilated by a bunch of punk kids and tossed into the ocean. I don't think it's a new species and I certainly don't think the BIG gubermint had anything to do with it.

OK, I'm not sure what it is but I've got three guesses.

My first thought was this was part of a promo for the new X-Files movie. But, from what I've read about the movie it doesn't seem to fit.

Could it be the younger sister of Helen Thomas?

I've read that the Obambi campaign is trying to soften the image of the annointed one's wife. This thing does appear to be flipping the bird- could it possibly be America's Unhappiest Millionaire midway through her makeover?
