Looks like the kid is standing infront of an entrance a housing complex. The road that SUV is driving on is at least two lanes in one direction, and the sidewalk is very far away from the road. I think a 25mph speed limit on a road like that is probably way too slow, thats why everyone is doing 50 on it.
