Looks like the kid is standing infront of an entrance a housing complex. The road that SUV is driving on is at least two lanes in one direction, and the sidewalk is very far away from the road. I think a 25mph speed limit on a road like that is probably way too slow, thats why everyone is doing 50 on it.

I was thinking the same. My guess is that is not the road in question. At least I hope not. I could not do 25 on that either.

Back in my hazmat days, we used to get a kick out of pointing our PID at cars when we were working near roads. It helped keep them from hitting us and was humorous all in one instance.
