Photoshop, and a poor one at that. I can see the image manipulations without applying filters.
Showed up a few minutes ago in email, via a politically savvy pal....I’ll axe, and get back.

It’s manipulated. Look at the horizontal line between his watch and the handle of the cabinet behind him to see some obvious alterations. Depending on your eyesight it may be best to save the picture to disk and zoom with a viewer.
Had a sh*tty day and needed a good laugh which this most certainly did, (A REALL GOOD BELLY ONE) after I looked at it closer and realized what the fool was doing.

What happens when you applied the filters? I thought I could see the outline of the cord going to the bottom of the handset, but those appear to be buttons on his cuff instead.
Handset is upside down and no one uses a 30 year-old phone.

Yes, this is partly photoshopped.
There’s a real picture almost exactly like that, including the oddity of someone crawling under the desk behind Obama.
But the photoshop added the clock, set at 3:00am, in response to hillary’s ad. And it also reversed the phone, so Obama is apparently speaking into the wrong end of it.
The flag was in the original photo. As I recall, only the clock and the reversed phone were changed.
I see what you mean...... that flag had to have been added.
If it’s a government building I can believe the 30-year-old phone part. But you can see the cord above the watch level is all pixellated and doesn’t look like the rest of the cord... plus there are artifacts of editing all over that part of the photo.
Yep - it’s ‘shopped.
The phone cord looks too sharp.
