According to Wikipedia,MoveOn was formed in 1998.
MoveOn is a non-profit liberal public policy advocacy group[2] that has raised millions of dollars for Democratic Party candidates in the United States.[3] It was formed in response to the impeachment of President Clinton[4] and is, by some accounts, cited as a factor which helped propel the Democratic Party to power in the 2006 election.[5]
I found this cnn article dated February 15,1999 interesting.

I’ve heard from several radio hosts that moveon.org was actually formed on September 12, 2001 and was so-named that America would “move on” from the 9-11 attacks.

I heard it was something to do with Clintoon and all the attacks against him were getting old to the dems and they decided it was time to stop the attacks and Move On....

Yes, it was formed during the impeachment trial of the Bent One. The name was intending to exclaim that we as a country supposedly had more important things to debate, and that we should “move on”.
Contradictory article. Move On was not founded after impeachment, it was before.
The objective was, as noted later in the article, to: “”censure President Clinton and move on”, as opposed to impeaching him.”
MoveOn.org Civic Action was started by Joan Blades and Wes Boyd, two Silicon Valley entrepreneurs. Although neither had experience in politics, they shared deep frustration with the partisan warfare in Washington D.C. and the ridiculous waste of our nation's focus at the time of the impeachment mess. On September 18th 1998, they launched an online petition to "Censure President Clinton and Move On to Pressing Issues Facing the Nation." Within days they had hundreds of thousands of individuals signed up, and began looking for ways these voices could be heard.
It is a red flag term, with roughly the same meaning as to "sweep this under the carpet"
The basic technique is to simply end debate without satisfying the counter arguments, i.e. to impose an opinion by force

If I’m not mistaken, Moveon is a direct descendent of the Clinton administration spin and propaganda activists, literally named from a talking point in response to Whitewater and other scandals:
“Old news. Nobody cares. Time to move on”.
