Happened once. My son shut down the whole system...including that little internet box (signal box)?in front of me. Then he turned it all on and voila!!

Have you seen if it is running in the task manager? It may be hidden such as dragged below the visible desktop. Also, if you occasionally run multiple monitors, sometimes a computer acts like this even if they aren’t connected. Happens to me all the time. I use two additional monitors w/ my laptop.

It's a safety feature to keep you from getting viruses while surfing the web.
Sorry. Just a stupid joke. There's a possibility you're clicking on a shortcut to IE that no longer points to the correct file. There are several reasons that could happen. Check and see if you can run IE from the start menu, or find IE in the Explorer and try to run it from the file itself, not a shortcut (the files shown in the start menu are shortcuts also). If you can run IE from the start menu or the Explorer, you just have a bad shortcut file. Trash it and create a new shortcut. If that's not it, I don't know.

Turn everything off, including internet connection, then reboot.

Try a reboot first, this will kill any other instances of explorer running so it may fix the problem.
If that does not work try running it from the Start Menu.
If that does not work then try using the find/search from the start menu and run directly from the file.
Please tell us if you continue having problems. I don't really want to go to restore points if your problem is fixed.

Pull the plug.
Then get Firefox.
Then get Spybot Search and Destroy.
Then delete all your cookies and start over.
