There’s a book called “The Plutonium Files” which is frightening but true. About all the different DOD documented tests we did to each other back then voluntarily and unvoluntarily.
One picture that makes me laugh to this day is from Operation Greenhouse in 1951. It shows about 16-20 of the brass and other vips sitting in those wooden lawn chairs that were so popular back then, wearing shirt sleeves, shorts, sandals, a few in ball caps, but all wearing dark goggles.
They were going to watch a nuclear blast and had their safety goggles on. Words fail me and the insanity is such that laughter is all I can manage.
So it wasn’t just that they were out to disregard the safety of the GI there was just a top to bottom lack of understanding.
