I am loathe to diagnose by e-mail, but this sounds like Manic/Depressive behavior to me. When she is up, everything is wonderful and the doggie is the light of her life. But the first time it piddles on the carpet when she is on the down side, it’s “Out the door, Poochie!”
If Ellen ever decides she wants to toss out Portia de Rossi, I am certain a number of FReepers would be willing to help out...
But, oftentimes, the loving feelings don't translate into making the effort to provide good care.

Major information missing - doesn't say if Ellen asked Randles for the dog, or if it was an unsolicited gift.

I’m not sure I would consider placing a dog with a family more capable of caring for it “dumping” it. She likely did the dog and the family a favor.
But hey, lets pile it on because she’s a lesbian.
