I hope that’s the case. I get darned near homicidal when I read about animal abuse. I’ve seen (and heard about) too much of it.
Count me in too. I cant afford much as I just got hit with some big vet bills myself in the last two weeks, for one cat in the early stages of kidney failure and for the other cat I had to take to the emergency vet because of blood in his urine, but Im willing to chip in what I can.
I understand how expensive veterinary care can be. I wont let it bankrupt me (not completely) but I figure I can eat out less, cancel the cable.. and God forbid, disconnect my cable internet access .
I hope you are reading this AFTER you have already gone to the vet and taken care of that poor dog. One of my dogs fell from the garage roof onto a pointy chain link fence and recovered, living for many years afterward. I hope - now that you’ve already gotten the dog some help - your dog will do the same.
You have no time to mess around and be successful.
Restrict the dog and paws as necessary to prevent any pawing at the eye.
The eye may fully recover on it's own, but I'd get the dog to any qualified help that I could.
I'd also consider the intermittent gentle application of a bag of ice water.
I'm going to check for available info on-line; will advise if I find anything.
Hoping for a good outcome for your pup.
I have seen dogs kept on chains or leads too close to fencing. It's actually an easy thing to overlook.

Eye Injuries
Any condition that causes your pet to squint or protect his eye; any suspected trauma to the eye; any abnormal appearance of the eyeball; any time the eyelid cannot cover the eyeball, these are potential emergencies and veterinary attention should be sought immediately.
What to Do
If the eye has been dislocated from the socket (proptosis) or the lids cannot close over the eyeball, keep the eyeball moist with contact lens wetting solution, K-Y jelly, water, or moist compresses. An old home remedy that works is keeping the eye moist with pure honey.
If an irritating chemical or other product accidentally gets into the eye, flush it with running water, or water (or saline) squeezed from a compress or a sponge for a minimum of 15 minutes. (Saline: dissolve 2 teaspoons of table salt in I quart of water) Always seek veterinary attention immediately. Eyes are quite fragile and just a few minutes could mean the difference between sight and blindness.
What NOT to Do

3. If you can’t have him inside or in a confined area where he can’t hang himself or be hung by some sick individual, find a adoptive family who can or will.
To many sick people out there who will hurt a chained animal quick if given the chance. As the “mom” to two dogs, I would never take the chance on leaving either of my babies outside without direct supervision. And yes, to me they’re my babies.
