OVERLAND PARK, Kan. (AP) - A man seen on surveillance video leaving a store shortly before a teenager was abducted in the parking lot has been arrested, hours after her body was found in a park, authorities said. Edwin R. Hall, 26, was expected to be charged Thursday morning with premeditated first-degree murder and aggravated kidnapping, Overland Park Police Chief John Douglass said. Kelsey Smith, 18, had been missing since Saturday night, when she went to a Target store in this Kansas City suburb to buy a gift for her boyfriend.
Surveillance video showed her being forced into her car around 7:10 p.m., and the car drove off. It was found in a nearby mall parking lot about two hours later.
Police said Hall's vehicle matched the description of a dark mid-1970s Chevrolet pickup that was seen entering the Target parking lot shortly after Smith's car.
"I want to again express my condolences to the Smith family," Douglass said. "I realize that this is not the preferred conclusion. While we cannot give them their daughter back, we can at least give them justice."

No chance they will admit their mistake. It also is looking like he was not a registered sex offender from all the sites I have been reading.
There are two states having jurisdiction as well as the federal government. If the evidence indicates that the actual murder occured in Missouri and if this is a capital crime under their laws then I have no problem with then trying him in Jackson County. Missouri actually executes the people on death row. To date the feds and my own state of Kansas have been reluctant to.

From all accounts, this was a smart, savvy girl who had told her family that she would fight any assailent. She always checked inat home and always was where she said she was. But, she made one major mistake — she posted personal details — including her picture and cell phone number — in a graduation announcement on My Space, according to reports.
How many crimes can be attributed to may space? Quite a number, I think.Really, Murdoch should shut down that site, and parents should make sure their kids do not EVER post their personal details on the Web at any other site.
This will be hard — I just heard of a family that located a former domestic worker who had quit and left the state a number of years ago on My Space and invited her back to manage their daughter’s wedding. Everybody’s using it, but everybody ought to be careful.
This gives me chills because my gradchildren live in the area where this young lady was abducted and have shopped at that Target.

She was wearing short shorts. An ankle holter would have been obvious to her assailant and probably would have been used against her. But, it is an interesting idea, nonetheless.
He’s already connected to the disappearance of another girl the same age in the same neighborhood where Kelsey was found. This guy is so dumb, he drove east into Missouri where he’ll get the death sentence. If he’d turned west, he would’ve been exempt from the death penalty, and would have had the protection of Kansas’ gov and AG; two of the best friends sex predators ever had. Odds that the Belton girl will be found in the same woods as Kelsey.
Properly trained is all that is required to properly carry a pistol. It appears you've bought into the argument.
And we can surmise that the killer was checking out which pretty girls were in the area, spotted her, and tracked her down.
But really, all it would have taken is a picture and a home town. Local papers often carry names/pictures of graduating seniors, which would have allowed him the same access.
All in all, it would probably be a mistake to believe that we can understand the thoughts of somebody who would kill a semi-random girl -- much less try to shut down any and all avenues of information by which such an animal would select his victims.
Is Overland Park near the Missouri border? Was the girl found in Missouri? And,apart from the kidnapping,why would the Feds have jurisdiction here? I haven't followed this case closely and none of this is explained in the short news blurb above.
