People who own dogs like this need to be brought to account when they get loose and injure someone. Prison time is entirely appropriate.

I feel really bad for this poor woman. I would be devastated if this had happened to my dogs. My heart goes out to her, and I hope she is able to, at some point, distance herself from the horrible visions she must have in her head now. I hope her other dog recovers, as well.
