Sunnyvale California cracks down on car repairs in driveways
Mercury News ^ | 4/4/07 | Stephen Baxter

Amateur car mechanics working in their driveways will face some new rules, including a ban on major repairs and working on more than two vehicles at once, the Sunnyvale City Council decided Tuesday night.

Minor repairs and maintenance such as oil changes are allowed in driveways, and can be done from 7 a.m. to 10 p.m.

The new law forbids more than two projects at once, and all cars being worked on must be registered to a resident of the home or to an immediate family member.

The council voted 4-3 in favor of the new rules, with Councilmen John Howe, Chris Moylan and Ron Swegles opposed, in part because of enforcement concerns.

The move also comes after some Lakewood neighborhood residents complained that neighbors were drinking beer and socializing in driveways while car projects lay idle.

Two car hobbyists spoke against new restrictions at the meeting Tuesday night, saying the new law is too broad.

We get all the smog from the liberal SF bay area where they are buying carbon offsets and not modifying their lifestyle

Well, then, I certainly hope they are purchasing these carbon offsets from you!

As long as you are in the process of planting a tree, then no problem. Otherwise, send me some money and I will purchase carbon offsets for you.

This is the new mindset of municipalities all dictatorial laws are ok until they are challenged.

It is a municipal cost benefit analysis ala the ford pinto exec who calculated death was cheeper than repairs.

Sunnyville must be afraid somebody somewhere is happy.

Great law. I see daily what happpens when a community turns into Illegal Alienville. Yards and driveways become auto repair shops-junk yards, dumps.
The law isn’t aimed at the lawful but at those who will devalue a city in about a month.

Once I complete the re-forestation of my backyard, I will contact you.

Bingo. And the beer drinking isn't the casual hanging out and having a few cold ones with your friends. It's standing around cars at all hours of the night/morning, getting drunker and louder and blasting that stupid accordian/polka music. I have yet to see illegals hang out without blasting that music.

I could imagine this happening in Southlake or McKinney or
Plano or Frisco or Highland Park.

Most of my neighbors have metal sheds or barns for this.

You won’t find many young kids with mechanical knowledge these days, they can’t even change the spark plug in a lawn mower. A guy came into the hardware store, said he needed an element for his water heater. I asked him if it was 110 volts or 220 volts, and he said “YES”.

Autozone parking lots would agree with your assesment, based on the amounts of oil and grease left behind!

Many commenters are missing the point. This isn't about home hobbyists having their buddy over to change the oil and listen to the ballgame on a Saturday. I suspect that what really takes place here, at least from my experience, is that such people are running informal off the books auto-repair businesses out of their homes. That means, every day, different cars being worked on. Cars being parked on their side of the street, across the street, in front of neighbors. A constant flow of people in and out, cars being test-driven around the block and back again. Junk in the yard, people always standing around.

I know because I have a group of such neighbors across the street from me. Now, in my case, I don't actually mind these neighbors I have, because they do not do it at odd hours, they have never given me any trouble, they are not really that noisy in how they go about it, and they are friendly. I assume they are illegals (I could be wrong) and would have a hard time getting income in other ways (I could be wrong), so given all of that, I'm inclined to say "more power to you, fellas". If they're making a buck and not giving others any trouble, good on 'em.

But I can certainly imagine, and have seen, people do this in such a way as to be 1000x the nuisance that my neighbors are. Thus, I have some sympathy for the neighbors of such people.

This is really about zoning. These places are de facto home businesses which entail noisy mechanical equipment and a steady stream of customers, and all the noise, traffic, and waste that goes with that. If you believe it's ok to have zoning to prohibit, say, someone running a cannery, disco, or assembly line out of their home, I think you ought to consider that maybe these sorts of restrictions on car-repair - please read the story, it's ok to repair your own car, just not an endless flow of other cars - out of homes.

They don’t want you fixing your own car because they CAN’T TAX THE LABOR. The liberals don’t care what you do as long as they can TAX IT.

Sunnyvale council has done a few things that were questionable. The closed the center city mall in hopes that the .comers would spend a lot of money. They have built brand new office buildings for the same reason and they have been vacant for 4 years. The mall is still standing and is empty. Only Target and Macy’s are the only stores still open for business.
