WESTERN HEMISPHERE MINISTERIAL CONFERENCE ANNOUNCEMENT
NEW ORLEANS, LOUISIANA
OCTOBER 19, 1998
I am delighted to join Congressman Jefferson and Mayor Morial for todays historic announcement. On December 15th and 16th, New Orleans will be the Host City as Transport Ministers from 34 nations gather to define the future of transportation in the Western Hemisphere for the 21st century. This meeting is a direct outgrowth of the Action Plan adopted by President Clinton and his fellow heads of state at the Second Summit of the Americas held in Santiago, Chile, this past April.
Under President Clintons leadership, Americas economy is as strong as it has been in a generation. On September 30th, the United States posted its first budget surplus in 29 years, some $70 billion. That is the largest surplus in American history. On Bill Clintons watch we also have created 17 million new jobs and the lowest unemployment rate in 30 years.
The Fiscal Year 1999 budget the President worked out with the Congress last week builds on this progress. It protects the surplus until Social Security is reformed, while still providing the critical investments in education and training the President knows are vital for assuring the cutting-edge work force we need to stay competitive in the 21st century.
However, preserving our present prosperity depends upon the continued expansion of international and hemispheric trade. Thirty percent of Americas economic growth over the past 6 years came from increased exports and Latin America is our fastest growing marketexpected to exceed Europe and Japan combined as our primary export customer within the next ten years.
Thats what this Western Hemisphere Transportation Ministerial is all aboutcreating a transportation infrastructure for our hemisphere that will support rapidly expanding regional trade. Thats why we fully expect to have extensive participation by private industry from throughout the hemisphere as well as government officials at our conference sessions. For New Orleans, what this Ministerial meeting is really about is "jobs, jobs, jobs."
It is particularly appropriate that we are forging a vision for 21st century transportation here in New Orleans, because this city has a vital role to play in advancing Americas economic growth internationally.
Finally, I want to take this opportunity to thank Mayor Morial, the New Orleans Chamber of Commerce, the World Trade Center, the Port of New Orleans, the Port of South Louisiana, the people of New Orleans, and of the State of Louisiana, for their gracious hospitality. In other words,"free trade" will loot the economy of the United States and redistribute its wealth to the underserving socialist, communist and totalitarian nations to the south. In other words "free trade" will eliminate nations and create "regions" controlled by unelected 'ministerials' like the Summit of the Americas.
There are some people on this forum who have such a fundamental misunderstanding of our representative form of government that they feel that if they were not sitting at the table when NAFTA was signed, then their "democratic" way of life has been threatened. These issues have been signed, ratified, approved, passed, promulgated, and litigated up, down, and sideways. Time after time, as they find themselves on the losing end of the argument, they lash out at whatever bogeyman is available. They have no choice, it is the only way they can explain the things they themselves cannot understand.
