Communitarian law in action: Note the rogue agency, the Department of Transportation-- it was corrupted in the Clinton administration into an agency for the globalist agenda. Note the 'action plan' that was developed in Santiago Chile, not by Americans for America but by foreign governments and transnational corporations who will reap the profits from looting America of her sovereignty and economy. America is a republic in name only, since these corrupt globalists siezed our government from us in the late 1980's and early 1990s.

WESTERN HEMISPHERE MINISTERIAL CONFERENCE ANNOUNCEMENT
NEW ORLEANS, LOUISIANA
OCTOBER 19, 1998

I am delighted to join Congressman Jefferson and Mayor Morial for today’s historic announcement. On December 15th and 16th, New Orleans will be the Host City as Transport Ministers from 34 nations gather to define the future of transportation in the Western Hemisphere for the 21st century. This meeting is a direct outgrowth of the Action Plan adopted by President Clinton and his fellow heads of state at the Second Summit of the Americas held in Santiago, Chile, this past April.

Under President Clinton’s leadership, America’s economy is as strong as it has been in a generation. On September 30th, the United States posted its first budget surplus in 29 years, some $70 billion. That is the largest surplus in American history. On Bill Clinton’s watch we also have created 17 million new jobs and the lowest unemployment rate in 30 years.

The Fiscal Year 1999 budget the President worked out with the Congress last week builds on this progress. It protects the surplus until Social Security is reformed, while still providing the critical investments in education and training the President knows are vital for assuring the cutting-edge work force we need to stay competitive in the 21st century.

However, preserving our present prosperity depends upon the continued expansion of international and hemispheric trade. Thirty percent of America’s economic growth over the past 6 years came from increased exports and Latin America is our fastest growing market—expected to exceed Europe and Japan combined as our primary export customer within the next ten years.

That’s what this Western Hemisphere Transportation Ministerial is all about—creating a transportation infrastructure for our hemisphere that will support rapidly expanding regional trade. That’s why we fully expect to have extensive participation by private industry from throughout the hemisphere as well as government officials at our conference sessions. For New Orleans, what this Ministerial meeting is really about is "jobs, jobs, jobs."

It is particularly appropriate that we are forging a vision for 21st century transportation here in New Orleans, because this city has a vital role to play in advancing America’s economic growth internationally.

Finally, I want to take this opportunity to thank Mayor Morial, the New Orleans Chamber of Commerce, the World Trade Center, the Port of New Orleans, the Port of South Louisiana, the people of New Orleans, and of the State of Louisiana, for their gracious hospitality. I look forward to working closely with you to ensure that the Western Hemisphere Transportation Ministerial is a huge success.
