Can't help it...everytime I see Biden on TV I break into laughter. The guy is soooooo pompous he's actually very funny. Ever really listen to him? Never seen a guy use so many words to say so little.

The partition idea was floated a long time ago, before Biden jumped on the idea. Back then Turkey was making threats of military action if the Kurds got their own land.

Short answer, no.
"Kurdistan" is divided between Iraq, Turkey, Syria & Iran, with all or most of the resources in the Iraqi portion. The Kurds may have the military will to fight off all of their neighbors, but probably don't have sufficient resources to do so over the long haul. Down the road, you could see Turkey destabilized by the move.
The Sunnis would be left with an area with no natural resources, so would be motivated to mess with their neighbors.
You realize, there are tribal divisions within every single grouping, including the three that are supposed to benefit from a three way division & the "plan" ignores the Chaldean, Turkoman & Marsh Arab minorities. Don't they deserve their own countries too?

Partitioning will only make it easier for sectarian groups (Al Qeada) to concentrate their hold on various groups and promote misery.
Remember the cultural MELTING OT idea the U.S. initially was?
That is what would work if the idea could be introduced and took hold.
Oh yeah... forgot about the libs darling idea of multi-culturalism.

Biden said the US could not adequately train Iraqis to provide security for elections in 2005.
The US did train such forces and they successfully secured three elections attended by 8-10 million people each.
Biden has not been right about any of his pronouncements or suggestions for Iraq thus far.
Partitioning was done as part of the liberation of Iraq. To some degree it is allowable as a principal of federalism within the new constitution.

The MOST reliable aspect of Biden's career in the Senate - is that he has been consistently wrong and an unreliable defender of the Republic and the Constitution.
On those few occasions when he did sound intelligent it turned out he plagiarized the statement...
Biden current position of U.S. Senator is far beyond his capablity..
He has become the icon of the Peter Principal.
