This will be even truer tomorrow than it is today. Our elected Chiefs of State promised to create a Free Trade Area of the Americas (FTAA) at the Miami Summit of the Americas five years ago. To support the FTAA, we should make the best investments for the transportation systems of the Western Hemisphere by 2005.

The economic potential of a hemispheric-wide free trade agreement is enormous. The 800 million people of the Americas already generate over $9 trillion in economic activity.

By the year 2010, the Western Hemisphere will be a larger market for the United States than Western Europe and the Pacific Rim combined.

But our shared economic progress will stall if our region’s transportation system infrastructure is unable to safely and efficiently handle the rapid increase in multilateral trade we expect.

To sustain our economic growth, we will need the kind of transportation system that Chilean Minister Claudio Hohmann, I and 32 other ministers envisioned at the Western Hemispheric Transportation Ministerial I hosted in New Orleans last December.

That vision called for "A seamless network of highways, rail lines, shipping routes and aviation corridors stretching from the Yukon to Tierra del Fuego."

It was getting late last night, and I remember a supporter of tariffs (FR) suggesting that, because someone who is claimed to be a free-trader (Pastor) will soon be supporting tariffs, then other free-traders who regularly oppose tariffs will now support them.
