"How many citations do they hand out for all the dead deer by the side of the road?"

Since they're on the side of the road, none.

Round here, you hit one & kill it, you gotta have it tagged by a Sheriff to pick it up. The law is probably the same for turkeys, though I've never hit one. My kid did, but didn't stop to pick it up.

True story:

A car driving in front of me hit a turkey that was trying to fly over the road and it was still alive as I stopped to pick it up. I stopped it's suffering and threw it in the back of my Jeep and that evening dropped it off at a restaurant/bar I knew.

The owner is a great wild game cook and I knew he'd do a good job. I stopped in later that night for some fresh turkey and it was delicious. Beer and blackberry brandy to compliment it. It was much easier to eat than road-killed venison because there was no plastic grill parts or headlight glass to watch out for. Or #4 shot, for that matter.
