IMHO this episode missed the mark on one huge point.
SP should have made it explicitly clear that the bounty hunters did the police's jobs for them. Cartman, as Dog, led the police to the teacher and IKE. However, the episode failed to make that point clearly, not sure if they tried to make the point at all. Somewhat disappointed in the boys for the ending, but the rest of the episode was an A.
I don't doubt that niccccce was coined by somebody else. Parker and Stone satirize pop culture. Although somebody has to tell me who else says "Howdy Hiiii" like Towelly. That has to be original.
The closest would have to be Wilson from Home Improvement "Howdy Hooooooo".
