'Shadow' agency to issue N. American border passes

The Department of Transportation, acting through a Security and Prosperity Partnership "working group," is preparing in 2007 to issue North American biometric border passes to Mexican, Canadian, and U.S. "trusted travelers" according to documents released to WND columnist and author Jerome R. Corsi under a Freedom of Information Act request.
"The FOIA documents show the organizational chart and the composition of a 'shadow Department of Transportation' which includes formal membership from Mexico and Canada's Departments of Transportation," asserts Corsi.
"SPP has in effect created a fully-functioning trilateral Department of Transportation which will dictate policy to Mary Peters as soon as she is confirmed to replace Leon Mineta as U.S. secretary of Transportation."
..."Evidently SPP has decided to erase our internal borders with Mexico and Canada," Corsi told WND. "We have no trilateral treaty voted by two-thirds of the Senate that has authorized North American trusted traveler biometric cards to be issued to the citizens of the U.S., Canada and Mexico. Yet this is exactly what the shadow administrative branch created within the Bush administration under the auspices of an SPP working group is doing."

What is especially interesting to me in all of the SPP documents... is the liberal euphemismistic term of "stake-holders" being employed to describe the U.S. entities permitted inclusion in the policy implementation process.
The U.S. citizen and taxpayer is evidenty not deemed to be a legitimate "stake-holder."

If you are attempting to usurp power and self government from the American people, you surely wouldn't want to include common citizens in the process. |Stakeholders" must be glorified by their business interests or their NGO status to participate. Because the usurpers have established public private partnerships with these entities, they are easier to control that the common citizen.

Sounds like the connected government and business people will cross the border at will without searches.
Only the little people will have anal cavity searches done on them.
We'll see whether this holds up. As the public becomes more aware of this and the NAFTA Corridor, we'll see pressure on Congress.

The distinction I was trying to draw is that a "change agent" using the Alinsky Method attempts to get people to accept whatever point-of-view he's trying to promote. As I've stated much earlier on this thread (I believe), I really don't care what you all think . . . I'm here for the laughs. Moreover, I'm not sure the Alinsky Method calls for personal attacks for the same reason. I've engaged in my share . . . so whatever it is I'm doing, it's something else.
And let me repeat before someone goes off on another tangent, my initial contribution to this thread was to remind people of an Act passed by Congress (and signed by the President) in 2002. World Net Daily, for reasons apparent to some and inscrutable to others, neglects to provide this information.
I suppose my question should be: if the implementation of a biometric passport system is some sort of an extra-Constitutional, international conspiracy to erase our borders now, was it then? Or did it only become a conspiracy after Jerome Corsi and World Net Daily got wind of it?

There was someone, I don't remember who, who appeared to be paid by the inch. It's actually quite a nefarious tactic . . . post information that you know almost no one but your "opponents" will bother to read. The FR equivalent of a filibuster.
