It's Bush's Fault. It's a plot by Rove and Big Oil to get Republicans elected in November. It's Hugo Chavez trying to embarrass the Administration. It's the result of Democrats putting pressure on Big Oil, and threatening to introduce a Windfall Profits Tax.
